God's people have always needed spiritual leaders to guide and care for them. In Jeremiah, the Lord promises to give His people shepherds who will feed them with knowledge and understanding. The New Testament develops this theme, with the apostle Paul instructing elders to watch over the flock, as seen in Acts and Hebrews, and the Ephesians are reminded that some are gifted as pastors to equip the saints. According to 1 Timothy, those who aspire to this role must meet certain character and skill requirements, demonstrating a heart of service and a commitment to God's people.

Keep watch over yourselves and the entire flock of which the Holy Spirit has made you overseers. Be shepherds of the church of God, which He purchased with His own blood.

This is a trustworthy saying: If anyone aspires to be an overseer, he desires a noble task. An overseer, then, must be above reproach, the husband of but one wife, temperate, self-controlled, respectable, hospitable, able to teach, not dependent on wine, not violent but gentle, peaceable, and free of the love of money. An overseer must manage his own household well and keep his children under control, with complete dignity. For if someone does not know how to manage his own household, how can he care for the church of God? He must not be a recent convert, or he may become conceited and fall under the same condemnation as the devil. Furthermore, he must have a good reputation with outsiders, so that he will not fall into disgrace and into the snare of the devil.
Preach the word; be prepared in season and out of season; reprove, rebuke, and encourage with every form of patient instruction.
Elders who lead effectively are worthy of double honor, especially those who work hard at preaching and teaching.
