The BEAST that the woman was riding on, ie Rome, and as personified by Nero. She was, and is not (by the time of this judgment, Nero will have killed himself) Rome looked like she would die from her civil wars but did not. #13:3 * one of the heads (in context probably Julius Caesar in 13:3) but here likely Nero, or Rome in general.

The ten divisions or provinces (dioceses) of the Roman Empire. May stand for “all” the kingdoms subjected to Rome. That they ARE kingdoms, see 17:17 As though God made all these Gentile nations subject to Rome so they would be strong enough to fulfill this judgment against Jerusalem and be a “worldly” (all nations) judgment against the Jews.
Revelation 17:16
The gentiles nations in the Roman Empire hated Jerusalem and the Jews and joined with Rome in her destruction. #Matthew 23:37-38; Luke 21:22; 23:28-31 “desolate, naked, burn” = fig language of the destruction of Jerusalem.
