I think Satan/ demonic spirits make predictions through people and work to make it come to pass. They can't know the future (they do understand bible prophecy though).

In regard to your examples, we do not know that the vision of Samuel was a demon, could just have easily been a God sent apparition.

In regard to the fortune telling girl, we don’t know how accurate she was or even what she was actually doing. Many people flock to astrologers and fortune tellers and psychics who are nothing more than charlatans. Now I realize the text says she had a spirit by which she predicted the future, but we really don’t know all that was going on.

I agree with Nigel that if a demon appears to predict the future it is because it is influencing humans toward a certain result, or that they have knowledge and intelligence and can make deductions.

Satan is also called the "prince of the power of the air" in Ephesians 2:2. He is the "ruler of this world" in John 12:31. These titles and many more signify Satan’s capabilities. In 2 Corinthians 4:4, the unbeliever follows Satan’s agenda: "The god of this world has blinded the minds of unbelievers, so that they cannot see the light of the gospel of the glory of Christ.
