Matt, that's not the correct way to read this passage. The passage moves from the general to the specific.

you kidding right?
which other passages should i re-interpret then?

you say:
Heavens and the earth are without form.

reread verse 2 of Genesis 1 again please: And THE EARTH was without form and void. And darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.

nothing about the heavens just the earth being without form

So was the universe before the Bang.

errr.. no evolutionary scientist would say there was a universe before the Big bang or even that 'before' the Big Bang has any meaning as time came into existance then as well thus to say 'before the Bang' has no weight to it.

Light is the first specific thing created.

er again no right back to Gen 1:1 In the beginning God created the heaven and the earth.
heaven and earth first i dont see how more plainly it could be put

ok tell me about the waters the Holy Spirit was moving over then where was that?

Gen 1:2 And the earth was without form and void. And darkness was on the face of the deep. And the Spirit of God moved on the face of the waters.

seems to me there was quite a bit of stuff before the light (or as you claim big bang)

ill ask again, do we have to have this same debate every week?
