Observ - consider, discover, perceive.
Looks - to bend beside, that is, lean over (so as to peer within): - look (into), stoop down.

Any one may Observ, but one needs to humble himself to realy look.

James 1:23 For if any be a hearer of the word, and not a doer, he is like unto a man observing his natural face in a mirror:
:24 For he observs himself, and goes his way, and immediately forgets what manner of man he was.
:25 But whoever looks into the perfect law of liberty, and continues in it, he being not a forgetful hearer, but a doer of the work, this man shall be blessed in his deed.

In verses 23 & 24, the man is only observing as a religious act, sinse there is no real works done out of faith that comes as fruit.

However, when one actually humbles himself in verse 25, he will recognise that the law is perfect and it is a law of liberty; This one will, therefore, continue in it with works(be a doer) from faith and he will be blessed in his doing.
