Yes, God is the only one that gives man the ability to choose God.

What about Cain, God spoke to him through the Holy Spirit. God sent a prophet to Cain to call him to repentance. We know that the Scripture say that faith finds it's beginning by this work of God...


Rom 10:17 So then faith [comes] by hearing, and hearing by the word of God.


Does hearing the word of God enable man to choose God?

Yes you are absolutely correct. Cain did not live by faith. He continually rejected the voice of God. He killed the prophet that was sent to him. Instead, he chose to live according to the desires of Satan. He responded to the temptations of the devil. And the sin that manifested in his life killed him. He will not be in the resurrection of the living.


Look to the Scriptures and find where those who live by faith are then chosen by God. Look for when God makes a covenant with the individual. The command comes first to seek and to knock. Then they who hear His voice will find.

You see it as it is, and how it was shown to you by God. It's practial experience I would conclude, because until you hear and obey His voice and His will this insight is hidden from your understanding. I recognize it, because I also responded to the same voice.
